Minor problem with downloading roster

I've downloaded rosters numerous times but not in a while and i'm having a minor issue now. I'm trying to download GillBoldbergs 2012-2013 franchise for xbox 360. I'm unable to drag the file from winrar to xport. In xplorer, I can move the file and the extraction menu comes up in winrar but for only a second and nothing happens. I'm using windows 7.
Any help would be appreciated.
